A reverse auction (RA) is completely different from a regular tender. In a normal bid you submit your price once. In a reverse auction, you go live against competitors — and the price keeps dropping in real time. It's one of the most common ways big-value GeM contracts are awarded, yet many sellers lose money or panic because they don't understand the dynamics.

What Is a Reverse Auction?

In a reverse auction:

  • The buyer specifies what they need
  • Multiple sellers bid live, simultaneously
  • Prices go DOWN — sellers compete to offer the lowest price
  • The lowest bidder when the auction ends wins

Unlike a normal bid, you can see the current lowest price and revise yours downward during the auction window.

How the GeM Reverse Auction Process Works

1. Technical Screening Happens First

Before the live auction, sellers must clear technical evaluation. Only technically qualified bidders are invited to the RA event. Winning the RA is not possible if you fail technical.

2. Sealed Opening Price

Before the live event, you submit a sealed opening bid. This establishes your starting position.

3. Live Auction Window

The buyer sets a live window (commonly 15-60 minutes, sometimes longer). During it:

  • You see the current lowest bid
  • You can lower your own bid
  • Each bid typically must beat the current lowest by a minimum decrement

4. Auto-Extension

Many auctions use auto-extension: if someone bids in the final minute(s), the clock extends to give others a chance to respond. This prevents sniping.

5. Award to Winner

The lowest compliant bidder when the clock runs out wins the order.

Winning Strategies for Reverse Auctions

1. Know Your Floor Price — Before You Start

The single most important rule. Decide your absolute minimum viable price before the auction starts. Once the adrenaline kicks in, it's very easy to bid below cost. Write it down. Stick to it.

2. Understand Your Cost Structure

Your bid must be all-inclusive and landed at the consignee location:

  • Base price
  • GST
  • Freight to consignee
  • Packing
  • Installation/AMC if in scope

Losing sight of freight on multi-consignee orders is a classic way to underbid into a loss.

3. Use the L1 + 15% MSME Leverage

If you're an MSME:

  • You may not need to match the absolute rock-bottom price
  • The L1 + 15% price preference can let you match L1 and win at least 25% of quantity
  • Verify your Udyam number is linked to your GeM account so the preference applies automatically

4. Don't Bid Early and Low Immediately

Bidding your floor price in the first minute reveals your hand and lets competitors understand the market. Bid incrementally, staying just competitive, and save your deepest cuts for the final stretch — but never hold back if it means losing a profitable order.

5. Watch the Decrement Rules

Every RA has a minimum decrement per bid. A bid that doesn't undercut the current lowest by the required amount is rejected. Know this value before the live event.

6. Factor in Multiple Consignees

Check whether delivery is to one location or multiple sites across states. A bid that looks low for one site can lose money across five. Add freight for every consignee.

7. Prepare for Auto-Extension

Don't assume the auction ends at the stated time. If auto-extension is active, the clock resets with every late bid. Stay at your machine for the full potential window.

Common Reverse Auction Mistakes

  1. Emotional underbidding — bidding below cost in the heat of the auction
  2. Ignoring freight — losing money on delivery costs
  3. Not setting a floor price — no protection against panic bids
  4. Revealing your floor early — competitors undercut you repeatedly
  5. Forgetting GST treatment — non-comparable, non-responsive bids
  6. Winning more than you can deliver — defaulting damages your rating and can lead to blacklisting

After Winning the RA

Once you win:

  • Accept the Purchase Order within the required window
  • Furnish Performance Security (typically 2-10% of contract value, per the bid)
  • Deliver on time with proper documentation
  • Get CRAC (Consignee Receipt and Acceptance Certificate) to trigger payment
