Chandigarh eTendering — small UT, two portals, and no budget column
Chandigarh publishes through the Chandigarh Administration eProcurement portal
at https://etenders.chd.nic.in, which runs the NIC GeGP platform
(/nicgep/app). It is the old-Generation eProcurement stack, not the newer
CPPP/GeM one, so the submission workflow differs from most national tenders.
As of writing, BidBharat tracks 111 live Chandigarh tenders, closing between 13 October and 4 November 2026. Here is what is actually in them:
| Category | Live tenders | Typical bidder |
|---|---|---|
| Goods & Services | 57 | Trading firms, authorised dealers, stationery and consumable suppliers |
| Civil Works | 35 | Contractors with PWD/CPWD category registration |
| Electrical | 11 | Licensed electrical contractors |
| Healthcare | 5 | Medical suppliers, hospital vendors |
| Consultancy | 1 | empanelled consultants |
| Distribution Transformer | 1 | Equipment dealers |
| Railways | 1 | Rail-linked service contractors |
Two structural facts catch most bidders out.
1. Chandigarh needs two portals, not one. Of the 111 live tenders, 105 sit
on etenders.chd.nic.in and the other 6 come through central CPPP. The
CPPP ones are Central Public Works Department, PGIMER, and E-IN-C (Military
Engineer Services / Air Force Station Chandigarh). If you watch only the UT
portal, you are blind to defence and central-PSU work being tendered in
Chandigarh.
2. There is no budget filter, and no EMD filter — at all. Every one of the 111 live tenders carries no published estimated value, and none expose a tender fee or a pre-bid date. That is not a gap in our data; it reflects how the portals publish. Practical consequence: you cannot shortlist Chandigarh work by budget or by EMD exposure. You must open the tender document to learn the value. Budget your bid pipeline accordingly instead of filtering.
What is actually listed right now
Live examples from the portal, showing the real spread:
- Renovation of toilets and washrooms in C-type houses, Panjab University Campus, Sector-14 and 25
- PGI, Sector-12 — outsourcing of water sprinkling on roads and washing of tree canopies across the hospital and campus area
- RFP for design, supply, installation, commissioning and O&M of Effluent Treatment Plants (ETPs) at the municipal dhobi ghats
- In-situ wastewater treatment system for Faidan Drain
- Cement concrete pathway with bitumen-filled joints and roof treatment, Government High School (A Smart School), Sector-52
- Repair and drainage/allied civil works in the Fish and Fisheries Laboratory (B-9), Department of Zoology, Panjab University
- Retender for supply of masala and juices at AIHM Chandigarh
Note the character of this work: campus maintenance, dust suppression, sanitation, and water treatment — not mega-projects. Chandigarh tendering is dominated by small, repeat institutional contracts. That is good news if you are a small vendor; these are winnable lots, and the buyer (Panjab University, PGI, a Smart School, the Engineering Department) recurs across notices.
A caution on reading the list: you will also see rows titled simply "Date Extend." These are corrigenda — deadline extensions for an existing tender — that the portal surfaces as separate entries. Do not treat them as new opportunities, but do check them: an extension moves the clock on a bid you may already be preparing.
Before you can bid: three things to sort
1. DSC (Digital Signature Certificate). Mandatory for bid submission. On the GeGP/nicgep stack a Class 3 token or a USB-based DSC both work. You cannot complete a registration without one, and issuance typically takes 1–3 working days — which is the single most common reason a deadline is missed. Buy it before you find the tender you want.
2. Registration on the portal.
Go to etenders.chd.nic.in and complete the organisation profile under the
Registration menu. Expect to supply:
- PAN and GSTIN
- Bank account details (the portal verifies by penny-drop)
- Your registration certificate and category details
- Contact person with a working mobile number for OTP
The bank verification is the slow step. An account name that does not match your PAN will bounce the registration.
3. The right category certificate. Civil Works notices on this portal require a PWD/CPWD registration certificate in an equivalent category, and your quoted amount must sit inside your category range. Bidding a civil tender above your certificate ceiling gets you rejected at technical evaluation, with no appeal.
EMD: what to expect
EMD (Earnest Money Deposit) is a paid security amount submitted with the bid. On GeGP/nicgep portals it is paid online through the portal payment gateway, not by cheque or bank draft.
Two rules that catch people out:
- EMD must be paid on the portal, not transferred separately. A manual bank transfer will not reflect and invalidates the bid.
- The EMD receipt number is required on the bid form. Pay ahead of the deadline — gateway timeouts near cut-off are common and the portal does not extend deadlines for payment failures.
The specific EMD amount is stated in the NIT; since Chandigarh does not surface EMD values in the listing, you cannot see your cash exposure until you open the document. For a first-time bidder, treat EMD as working capital, not a cost — it is refunded after the result is declared.
The bid submission sequence
- Download the bid document from
etenders.chd.nic.inand read the NIT carefully — it sets the deadline, validity period, technical criteria, the EMD amount and the fee (none of which the listing shows you). - Prepare your technical bid against the stated eligibility: registration certificate, PAN/GST, audited financials, work-experience certificates, and any mandatory equipment list.
- Prepare the financial bid in BOQ (Bill of Quantities) format in the e-procurement system — enter your rate against each item; the BOQ total becomes your quoted price. Manual uploads are rejected.
- Pay EMD online via the portal payment gateway.
- Sign the bid with your DSC. This is the cryptographic seal; without it the submission is incomplete.
- Submit before the deadline. Do not trust the last hour.
Because Chandigarh publishes no pre-bid dates on these notices, if a tender requires a pre-bid meeting you will only discover it in the NIT — and that meeting is often the real deadline for clarifications.
Technical vs financial opening
The portal opens technical bids first, then financial bids for those who pass. Passing technical evaluation depends on:
- Experience — completed works of comparable value in the last 3–5 years
- Registration category matching the tender value
- Valid EMD / bid security
- No debarment
The category-certificate point matters more than anything else here, because with no budget data in the listing, many bidders discover too late that they were never eligible for the notice they were preparing.
Common reasons Chandigarh bids get rejected
Based on the pattern across GeGP/nicgep state portals:
- Category mismatch — bidding above your registered category ceiling
- Missing EMD receipt on the bid form
- DSC not applied, or applied after the deadline
- Financial bid not in BOQ format — manual uploads are rejected
- Bid validity shorter than required
- Documents not attested where the NIT demands it
- Missing a pre-bid, where the notice required one that the listing never showed
Why use BidBharat for Chandigarh
Chandigarh's two-portal split (UT portal + central CPPP) is exactly the kind of
thing that is easy to miss when you browse one site. BidBharat pulls from
etenders.chd.nic.in and CPPP and merges Chandigarh work into one list,
flagging closing dates so you can shortlist by category and deadline instead of
scrolling portals and reading PDFs to learn the value.
Filter to Chandigarh, then Civil Works or Goods & Services to match your registration, and set an alert for the categories you actually bid on.
Bid Bharat aggregates publicly available government tender data. Not affiliated with any government body or procurement portal. Verify all details on the official Chandigarh eProcurement portal and in the tender NIT before submitting.
